Lake Blackshear Homeowners Association
Minutes of Quarterly Meeting
April 13, 2010

Board members present were Linda Harden, Bob Davis, Harry Hurt, Debbie Powell, Robert Powell, Jody Slocum and Chuck Willcox. Approximately 35 were in attendance. Minutes from the previous meeting and the current Treasurer’s report were approved.

REPORTS

Mr. John Harkins, DNR, reports problems with children not wearing Personal Flotation Devices (PFD’s). He also acknowledged DNR problems with issuing registrations timely. It was pointed out by a member that the website is not user friendly. Buoys are still a problem as many are out of place, making navigation difficult. Harry Hurt made a motion the HOA send a letter to Crisp Power addressing the need for more urgent action as this problem has existed since last fall, and getting worse. Weed control is still a problem in certain areas.

Mr. John Kilpatrick, Sr. Biologist with DNR gave a power point presentation on the large mouth bass population dynamics in Lake Blackshear. It was extremely informative and answered many questions regarding our bass population. In response to questions about our turtle population, he advised that they have no impact on the bass population. He also noted that while weeds are a problem, they also provide cover for many fish species. A member questioned the possibility of introducing tilapia to help control algae growth. Mr. Kilpatrick noted that it is illegal to do so in Georgia; the tilapia do not like the types of algae found in the lake, and they compete with bluegills.
