Lake Blackshear Home Owners Meeting
Minutes of Quarterly Meeting
July 13, 2004

The regular meeting of Lake Blackshear Homeowners Association was held at Veterans State Park, Group Shelter #2, on July 13, 2004. Approximately 70 people attended. The meeting was called to order by President Harry Hurt at 7:00P.M.

The Officers attending were Harry Hurt, George Cook, Wilson Hamlett and Debbie Powell. The Directors attending were Reuben Cook, Ladd Jordan, Dan Torbet, Larry Hockman and Tom Mitchem.

The Minutes of the April 13, 2004 meeting were corrected to include the fact that our Association voted to make a financial contribution to the Crisp County Chamber of Commerce for the July 4th fireworks display at Veterans State Park. Our Association had approved up to $2500. After this addition, the Minutes were approved.
President Harry reported that $1500. was given to the Chamber for the fireworks display.

The Financial Report was given by Debbie Powell and copies of the report, along with a copies of the Minutes, were distributed. Debbie also reported that we now have in excess of 300 members, which is great.

Marcus Waters, with Crisp County Power, gave a comprehensive report on water quality in the lake. He also reported on management of the lake, including mosquito control, weed controll, water flow and fishing. He said that Weyerhaueser has been continuing water sampling tests for DO (Dissolved Oxygen) which can affect fish life. This can be a problem during hot weather or low water levels. So far this summer it has not been a problem, but tests will be more frequent as temperatures rise.

Mosquito spraying has not been necessary due to dry weather.

D&R Fisheries, from Fort Valley, has been monitoring the lake for weeds and has done some spraying in troublesome areas of the lake.

The water flow is 40% below average and year-to-date is 25% below average.

A new turbine is being installed at the dam and the relicensing of the dam is continuing.

The lake will be lowered 3-1/2 to 4 feet from November 1st to December 15th, 2004.

President Harry reported that our Executive Committee has gone on record with the Department of Transportation that we felt that when widening the bridge and U.S. Hwy. 280 the land should be acquired on the south side of the current highway rather than the north side, due to the existing buildings and businesses on the north side, which would have to be demolished.

There were no reports from the other counties surrounding the lake.

The main program was brought to us by Douglas Noble, Executive Director of the Flint Riverquarium, which is now under construction in Albany. Mr. Noble gave a most interesting and informative talk. He passed out brochures which included membership applications for those who desire to become a Founding Member.

There being no other business, the meeting was adjourned at approximately 8:00 P.M.
