Lake Blackshear Homeowner's Association
Minutes of Regular Quarterly Meeting
November 14, 2003

The regularly scheduled meeting of LBHA was called to order by Vice President George Cooke in absence of President Robert Powell at 6:30 P.M. November 14, 2003 at Georgia Veterans State Park, Group Shelter #2.

Minutes of last meeting were approved as written.

Wilson Hamlett gave the Financial Report and Membership report in absence of Treasurer Debbie Powell. Wilson reported the current ending balance of $7176.90. Wilson also reported the Membership Income of $835.00.

George Cooke reported that the lake was to be dropped to 3 feet due to the
Environmental studies down stream. It will take approximately 5 days to do these studies. This is due to the re-licensing of the damn.

Crisp County tax bills will be arriving before the first of the year. Bills are late due to appeals process.

Tommy Laurence, Ranger of Sumter County, reported there were two major incidents on the lake this year. The first incident was the fatality at Smoke Bridge. The other incident was Labor Day involving drugs and alcohol at Gum Creek. Young man, age 26, was trying to ski barefooted by holding on to the side of the boat. He lost his grip, went under the boat and the prop cut him in four different places down to the bone. He has to go thru serious re-constructed surgery.

Tom Fischer, U.S Corp of Engineers, was unable to attend the meeting because of a death in the family. In absence of Tom, Steve Renfro reported on dropping the lake for environmental studies. The primary focus being the effects of power generation on the river flow and its impact on fishing between Cordele and Albany. Water quality of the lake has been fine. They are making a lot of progress toward the re-licensing.

Charles Luther, Director of Ga. Veterans State Park, reported that the park had another excellent summer. The parks campers and campsite occupancies exceeded Moccasin Creek State Park.

Rand Folsom, owner of the Ironwood Golf Course reported the golf course would be a residential community. The opening will be 10-24-03 and opening for business 10-25-03. He invites everyone to visit. Michael McGuiness is the Manager and Travis Woods is the Superintendent.

If anyone would like to serve as a director or officer for 2004 for the LBHA, let one of the officers or directors know. Everyone's help is appreciated.

Wilson Hamlett had another scrumptious dinner for everyone. Lamar and Sandra Bowen cooked-up great hamburgers and had all the trimmings ready for everyone after the meeting. We had a wonderful turn out of approximately 105 attending. George Cooke led all in grace.
